About the Study

York County Libraries (YCL) commissioned a Service Optimization Study, funded by the York County Community Foundation, to ensure our libraries remain sustainable, innovative, and responsive to the needs of our community.

Conducted by experienced library consultants, the study addresses challenges posed by rising costs, changing demographics, and evolving technology. The recommendations aim to strengthen library services, maximize resources, and maintain libraries as valuable community hubs for years to come.

Why was the study conducted?

Libraries in York County and throughout Pennsylvania face increasing financial challenges due to:

  • Rising operational costs.
  • Stagnant state funding.
  • Shifting community needs and expectations.

The goal of the study is to provide options to strengthen library services, maximize resources, maintain libraries as valuable community hubs, and ensure financial sustainability while meeting the evolving needs of York County residents.

The Service Optimization report is a comprehensive study conducted by experienced library consultants David Belanger and Catherine Alloway to evaluate York County Libraries’ services and operations. Its goal is to identify customer service enhancements, operational efficiencies, and sustainable practices in response to challenges like rising costs, stagnant funding, and evolving community needs.

YCL commissioned the study, funded by the York County Community Foundation, to proactively address financial constraints, demographic changes, and emerging trends in library usage. It aims to ensure that YCL remains a vital and sustainable resource for the community.

The recommendations include:

  • Realigning library services and structures based on usage and community needs.
  • Consolidating certain locations while enhancing others to provide a full array of services across the county.
  • Implementing cost-effective service models like pop-up libraries and self-service options.
  • Exploring opportunities for owning library facilities to reduce long-term expenses.
  • Increasing partnerships and community engagement to support library programming.

The consultants conducted an extensive review, including:

  • In-person and virtual visits to all library locations.
  • Interviews with library managers and staff.
  • Analysis of demographic, usage, and financial data.
  • Consideration of state library standards and best practices.

There are no plans for permanent closures of libraries. However, some locations will undergo changes, such as adjusted hours or relocating to more suitable spaces, to ensure continued access to library services while addressing community needs and financial sustainability. Our commitment remains focused on providing essential library services in all areas we serve.

Yes, the study examined whether cost efficiencies could be realized by reducing staff at YCL headquarters at Martin Library, serving as the central and District Center for York and Adams Counties. Operational hours and staffing have already been reduced for effective cost savings measures, decreasing from 64 to 38 hours/week.

Member Libraries operate as independent entities with their own 501-c-3 status and reporting requirements, governing board, budget and staff, while benefitting from YCL centralized support. Member Libraries rely heavily on local funding, which has, in many cases, become insufficient to maintain full-service operations.

Branch Libraries are fully integrated into the YCL system, with centralized administration and reporting, funding, and management, enabling streamlined operations and cost efficiencies. This frees up resources to enhance service quality. Additionally, standardizing YCL operations ensures a more efficient and cohesive library system.

Long-term plans indicate an all-Branch model for York County Libraries will most efficiently sustain operations.

As defined in the study, a pop-up library offers limited, flexible services, such as self-service pickup lockers, Wi-Fi, and occasional programs, without a permanent collection or full-time staff. Station libraries are housed in shared spaces and provide basic services like a small collection, Wi-Fi, and limited hours.

YCL will not be implementing a pop-up library model at any of our locations at this time, instead retaining dedicated on-site staffing and programs.

The study recognizes the dedication of YCL staff and recommends addressing issues like understaffing and low pay. While some roles may shift with service changes, the goal is to improve working conditions and support high-performing employees.

The changes aim to enhance user experiences by focusing resources on well-used libraries and maintaining access to essential library services across York County.

The recommendations highlight the need for stable government funding and new revenue sources. Realignments and cost savings from the proposed changes aim to address funding shortfalls.

Friends groups and partners are crucial for supporting library programming, advocacy, and fundraising. The study encourages leveraging these relationships to enhance library services.
