York County Commissioners Cut $300,000 in Library Funding
The York County Libraries Board of Directors has announced changes in library operating hours and services for 2018. The measures are a direct result of the loss of $300,000 in funding from York County. The York County Commissioners announced the budget cut in late December 2017. The impact extends into library hours, collections, technology, and programs.
“We have made some tough decisions to respond to this sudden budgetary shortfall. At a countywide level, these changes equate to less books, fewer services, less hours open to the public, and a reduction in paid staff hours. But that is just the start. There is a ripple effect. In addition to countywide reductions, individual libraries are evaluating their budgets and implementing decisions. At the Commonwealth level, the $300,000 cut puts York County Libraries in jeopardy of losing state funding for not meeting the per capita service mandates of the state library code.” York County Libraries President Robert F. Here is a breakdown of the changes:
Library Hours Reduced 64 Hours per Week Starting February 17
Unfortunately, one of the biggest changes YCL members will immediately notice is the decrease in operating hours at Collinsville Community Library, Dover Area Community Library, Glatfelter Memorial Library, Kreutz Creek Library, Martin Library, Red Land Community Library and Village Library.
Combined, the seven libraries are reducing hours a total of 64 hours a week, 256 hours a month. And as a result, 52 paid staff members will have work hours reduced in tandem with the new operating hours that begin Saturday, February 17.
Fewer Books and Reduced Online Service
In addition, there is a 20% reduction in collection expenditures at the county level. This affects all York County Libraries’ locations since titles by best-selling authors are centrally ordered and distributed. As a result, there will be fewer new fiction and non-fiction copies available on the shelves and online, longer hold lists for new releases, and online service changes. Already in effect, the number of allowable loans per month for YCL’s digital service Hoopla have dropped from five to three. At the local library level, Glatfelter Memorial Library is reducing their collection budget by 15%, and Kaltreider-Benfer Library and the Arthur Hufnagel Library of Glen Rock are cutting their collection budgets by 25%.
York County Libraries’ Technology Spending Cut Back
We will be slowing down the replacement schedule for our computers which means we will need to hold onto outdated equipment. Introducing technology to community members is an important part of what we do. With reduced funding, we are unable to invest in new technology such as maker spaces. Our libraries offer free public access to 212 computers and free access to Wi-Fi. We serve as digital access points for those without means to own computers or pay for Internet access. In addition, our members living in rural areas like Brogue depend on the library to access high-speed Internet.
Fewer Library Programs
Reduced hours and less staff time will ultimately translate to fewer programs. The exact impact in this area remains under consideration at individual libraries. To date, Glatfelter Memorial Library and Kaltreider-Benfer Library are reducing program budgets by 20% and 25% respectively.
