The York County Library System is a nonprofit organization for the purpose of planning, coordination, program development, and funding of library services in York County.  Thirteen libraries belong to the York County Library System. The headquarters of the York County Library System is located in Martin Library, the county's District Center.

Borrowing Policies

Any circulating York County Library System item can be checked out at any library, renewed at any library, and returned to any library.  Circulation fees, if any, may be paid at any library.

The standard borrowing period is two weeks.  However, some DVDs and videos and all video games circulate for one week.

DVDs, Videos, and Video Games - Feature film  DVDs and videos circulate for 7 days; non-fiction circulate for 14 days.  Seven-day DVDs and videos are subject to a rental fee of $2.00.  Video games also circulate for 7 days and are subject to a rental fee of $2.00.  All are renewable by customers online. Renewal fees will be charged at the time of renewal. The overdue fee for these materials is $1.00 per day.

Holds - A customer may place up to two holds at any one time. (This includes interlibrary loan requests.  See Interlibrary Loans, below.)  Holds may be placed on circulating materials that are owned by or on order at any York County Library System library. Holds are picked up at the library where the hold was placed unless the customer has designated a different location.  Holds may also be placed online.  All materials are equally accessible to any customer at any library via the holds process.

Renewals - Most circulating materials can be renewed for two additional borrowing periods.  Items that are on hold, however, may not be renewed.  Renewals may be made in person at any York County Library System library, by telephone, or online.  Items checked out on Teacher Cards cannot be renewed.

Interlibrary Loans - Interlibrary loans are materials borrowed from libraries outside of York County.  A customer must have a York County Library System library card to place an interlibrary loan request and to check out an item received through interlibrary loan.   A customer can place up to two interlibrary loan requests at one time (in combination with in-county holds.  See Holds, above.) Interlibrary loans must be picked up and returned at the library where the request was placed.  For more on ILL, click here.

Overdue items and fees for extended use - If a customer has unreturned items that are overdue, that customer cannot check out any items in any York County Library System library until the overdue items are returned or renewed and the appropriate fees paid.  If a customer owes money for unpaid fees, no items may be checked out unless 25% of the balance due is paid.   Fees are $0.25 for print materials and audiobooks, and $1.00 for DVDs, Videos, and Video Games.

Customer Registration - All registrants must provide proof of address. Street addresses must accompany post office boxes.  

Who is eligible for a card? Any York County resident. Anyone who works in York County, with proof of employment. Any Pennsylvania resident who shows a card with an ACCESS PENNSYLVANIA sticker. College students with student IDs from a York County college who are not residents of York County may receive a 1-year card with no fee. Subscription Out-of-State cards may be available at some libraries.  

Children - A parent or guardian must sign the registration application, in person, for children 12 years old and under.  

Library Cards - Cards issued at any library may be renewed at any library.  Lost library cards may be replaced by any library for a $1.00 fee. Subscription teacher cards can be used at any library, but selection service is provided only at Martin.   Cards with overdue items and fines may be replaced or renewed at any library only after the overdue items are returned or renewed and/or the appropriate fees paid.
